2 Year Old Offer

Purple TicketWe are actively promoting the 2 year old offer (2YO), through our newly developed outreach program. This is in line with our Early Years Strategy to ensure that all entitled two year olds benefit from the same opportunities as their more advantaged peers.

Our aim is to improve educational outcomes for disadvantaged two year olds, through access to the 15 hours free childcare and education initiative. Entitled children will experience quality learning and socialisation opportunities that promote a range of skills, including speech and language and school readiness, within good and outstanding settings in Harrow.

In order to support this initiative, we have employed an Outreach worker, Jeminah Francis-Pennant. She has put together a comprehensive outreach programme to raise the profile of the 2 year old offer. This programme includes street leafleting and information sessions delivered from Children’s Centre hubs, libraries and health centres. As part of the information session Early Years and Family Information Services staff will be available to assist with eligibility checks for parent/carers and support with locating accessible childcare providers.

Integral to this outreach campaign, we have launched the ‘Free to Learn and Play’ Rocket and the ‘Purple Ticket’ program. As a result, parent/carers are being issued with coded ‘Purple Tickets’ (as pictured above) at our regularly scheduled outreach sessions and informed to take them to the provider of their choice in order to register and access a 2 year old funded place for their child.
