If your child’s first language is not English, does that mean they have a learning difficulty?

The law says that children and young people do not have learning difficulties just because their first language is not English, although, of course, some of these children and young people may have learning difficulties as well.

What is the Local Offer?

Each local authority is required to publish and make accessible a local offer. The Harrow Local Offer sets out the services and support available in our borough for children and young adults under the age of 25 with special educational needs and those who are disabled.

Discuss the area for development with your childs key person. They have a duty of care within the SEN (Special Educational Needs) code of practice and the EYFS. The key person in a setting will have the support of their named SENCO (Special Educational Needs Coordinator) and the area SENCO within the local authority.
